Update: Plan Endorsement Certification

The Borough of Wanaque is beginning the process to receive Plan Endorsement certification from the New Jersey State Planning Commission. Certification will bring the Borough into conformance with the State Plan, and continue the Town Center Designation for the Haskell section of our community. An assessment report will be presented to the Borough Council at their July 14th meeting for approval, which begins the process for Plan Endorsement.

Wanaque Redevelopment Plan 2009 Draft-3

The Planning Board of the Borough of Wanaque will review a proposed redevelopment ordinance for the areas location at the existing Municipal Building, an area south and north of Furnace Avenue along Ringwood Avenue, the US Aluminum property, and properties fronting on Ringwood Avenue between 2nd Avenue and 3rd Avenue.  The meeting will be held on Thursday, April 16, 2009 at 8:00 p.m. at the Wanaque Municipal Building, 579 Ringwood Avenue, Wanaque, NJ.  The Borough Council will hold a public hearing on the ordinance on Monday, April 20, 2009 at 8:00 p.m. in the Municipal Building.

NOTES from Planning Board regarding proposed development:

                        Planning Board must determine whether the proposed and potential area, described below and as further described on a map of the proposed area, is a redevelopment area according to the criteria set forth in Section 5 of the New Jersey Redevelopment and Housing Law, N.J.S.A. 40A:12A-1 et seq.

                        The Borough’s Redevelopment Planning Consultant’s report dated October 6, 2008 ( click here ) indicates that certain of the properties listed below may satisfy the requirements of the New Jersey Redevelopment and Housing Law and may be designated an area in need of redevelopment for the reasons set forth in State Law. This designation may only be done after all evidence is gathered and the Board hears from any interested parties desiring to take part in the process. The Report may be obtained at Borough offices during business hours on October 6, or thereafter.

                        The area to be investigated includes the following properties located in the Midvale section of Wanaque and in the Haskell Town Center:

                        Block 231, Lot 11; Lots 5, 5.01;; and Lots 7, 8, 9, and 10. The foregoing lots shall include all subdivided and merged lots. This area is     generally located along Ringwood Avenue in the Midvale section of the Borough and             includes the former “Rhinesmith School” property.

                        Block 232, Lots 6 and 8; Lots 9, 10, 11, 13, and 14. This area is generally located along Ringwood Avenue and includes the current municipal building and adjacent parking lot.

                        Block 220, Lots 3, 4, 11. This area is generally located along Ringwood Avenue and is in the Midvale section of the Borough.

                        Block 435, Lots 5 and 5.01. This is the US Aluminum factory site.

                        Block 435, Lots, 14.01, 15, 16, and 17. The foregoing lots, in sequence, shall include any subdivided or merged lots. This area is generally located along Ringwood Avenue and is located in the Haskell Town Center.
                                                                                                           
              A map of the area showing the boundaries of the proposed and potential redevelopment area and the location of the various parcels of property included therein has been prepared and can be inspected at the office of the municipal clerk located at the Wanaque municipal building. The resolution of the Borough Council setting forth the basis for the investigation is also available at the office of the municipal clerk. Both are available during normal business hours.
              At the public hearing, which may be adjourned from time to time, the Wanaque Planning Board shall hear all persons who are interested in or would be affected by a determination that the delineated area is a redevelopment area. A redevelopment area is intended to improve the quality of life and property values of the affected area.
   Any affected party may appear in person or by agency or by attorney and present testimony, or submit evidence in writing to the Planning Board. All favorable statements and objections to a determination that the area is in need of redevelopment and evidence in support of both favorable statements and objections, given orally or in writing, shall be received and duly considered by the Planning Board and made part of the public record.

SUBSTANTIVE CERTIFICATION

NOTICE is hereby given that the BOROUGH OF WANAQUE has petitioned the New Jersey Council on Affordable Housing for Substantive Certification of its Housing Element and Fair Share Plan pursuant to N.J.S.A. 52:27D-301 et seq. and N.J.A.C. 5:95-3.1 et seq.  A copy of the adopted Housing Element and Fair Share Plan and supporting documentation is available for public inspection at the office of the Municipal Clerk, Wanaque Municipal Building located at 579 Ringwood Avenue, Wanaque, New Jersey 07465 during the hours of 8:30 A.M. to 4:30 P.M. and on the Borough of Wanaque website:

A map entitled “Study Area for the Area in Need of Redevelopment” dated October 26, 2006 showing the boundaries of the proposed redevelopment area and the location of the various parcels of property included therein, together with the resolution of the Borough Council setting forth the basis for the investigation appended thereto, have been prepared and can be inspected at the office of the Borough Clerk located at the Wanaque Municipal Building, 579 Ringwood Avenue in the Borough of Wanaque, during normal business hours.

A redevelopment area is designed to improve the quality of life and property values of the affected area.

Any affected party may appear in person or by agency or by attorney, or submit evidence in writing to the Planning Board. All favorable statements and objections to such a determination and evidence in support of both favorable statements and objections, given orally or in writing, shall be received and considered and made part of the public record.
